60/40 Victory Fund

Change the default minimum Victory Fund donation to $6 for Ridings and $4 for Headquarters.

Ridings and candidates do a lot of the hard work to sign up new Victory Fund donors.: They should be recognized with a bigger share of the standard donation. That means more money in the pockets of many held and unheld ridings.
